Emerging competitors are on the verge of surpassing U.S. science and tech capabilities in strategic areas, in turn increasing risk to National Security both economically and militarily. Texas has unique capabilities, resources, and scale to help counter those risks; NSIC will foster effective collaboration on a grand scale.
